Wage and Hour Division (WHD) Final Rule: Overtime
Effective December 1, 2016


Department of Labor publishes update on the overtime regulations which automatically extend overtime pay protections to over 4 million workers within first year of implementation. On May 18, 2016, President Obama and Secretary Perez announced the final rule which will be effective on December 1, 2016.

Health Care Security Ordinance (HCSO): New Rates for 2017
Effective January 1, 2017


As of January 1, 2017, the health care expenditure rate will be $2.64 per hour for large businesses (100 or more employees total) & $1.76 per hour for medium-sized businesses (20-99 employees total or nonprofits with 50-99 employees). Businesses must spend a minimum amount on health care benefits for each of their “covered employees” – generally, those employees who work 8 or more hours per week in San Francisco & have been employed for more than 90 days.

Central Market Street & Tenderloin Area Payroll Expense Tax Exclusion
Effective October 2016

The Central Market Street & Tenderloin Area Payroll Expense Tax Exclusion permits persons maintaining a fixed place of business within the Central Market Street & Tenderloin Area, who also meet the requirements of the Business & Tax Regulations Code, to exclude a portion of their payroll expense from the payroll expense tax-base for up to six years from the later of May 20, 2011 & the date the person commenced business in the area.
